With such a big following, it was more like a home game for Otley and they responded well by producing a bonus-point victory that secured the National Two title.
They were 15-0 up inside 25 minutes and went on to inflict the hosts' biggest defeat of the season as the Cross Greeners pipped Manchester - who won 29-3 at Blackheath - to the championship by a point.
The home pack were shunted back to their own line following a penalty 30 metres out and a second penalty set up a five metre line-out as Howard Parr was driven over with ease. Alistair Monks came up with a fine touchline conversion.
Otley continued to press and, after having words with the home skipper regarding their defensive methods, the referee eventually sent second row Alistair Davidson to the sin-bin.
In his absence, Steve Parsons, who was following up a drive, took a blind side pass to crash over.
Constantly standing off-side to counter Otley's attacks, the Waterloo backs were penalised under their posts to give Monks an easy kick.
However, when the hosts were awarded a penalty at the re-start, a quick tap had the visitors in disarray and winger Matt Bradley got over in the corner.
Waterloo then enjoyed a short period of territorial advantage but they could not get parity in the scrums, being turned or pushed back and just on half-time, Parr went over for his second try.
Hard running and good ball retention straight from the re-start paid dividends when a classical move set Parsons on his way to the corner from where Monks again landed the conversion.
But Waterloo stuck to their task and when Otley centre Jonathan Buchanan was yellow-carded for killing the ball, they took advantage, scoring twice in five minutes.
Centre Jason Duffy found a gap 65 metres out and created a try for winger Neil Kerfoot, while a little indecision allowed second row John Nugent to crash over.
With all the replacements now on to enjoy the occasion, Otley came good again.
Ian Shuttleworth kicked a penalty on 78 minutes and in added time he was given an easy conversion when Parsons cut inside to complete his hat-trick and everyone headed for a second night of celebration following last week's confirmation of promotion.
